Doctor Doom is one of the earliest villains to appear in the pages of Marvel Comics, as the metal mask-wearing bad guy first appeared in Fantastic Four 5 by Jack Kirby and Stan Lee back in 1962. He challenged and defeated the entire Avengers team single-handedly multiple times, used his intelligence to steal the powers of the Beyonder (s), and much more. But it's just the thing to defeat Doom, whose use of science and magic have singlehandedly made him the most powerful being on Earth. Since the fight, Doom has continued to prove he's Marvel's ultimate villain while having an even higher kill count than Thanos. Doctor Doom is insanely powerful due to his unique genius intellect and profound knowledge in both science and sorcery. It's the definition of a desperate measure, especially given T'Challa's aversion to magic. The possibility always exists that he is merely manipulating the Avengers while he waits for the perfect. Of course, this is still a version of Doctor Doom. Doctor Doom has wielded the power cosmic and bested the Fantastic Four, but that pales in comparison to the time he became God Emperor Doom.
